It is the point in the year when employers close their payroll records for one UK tax year, make their final reports to HMRC, and prepare payroll for the next tax year.<\/p>\n<p>There are a few things you need to do: Your final Full Payment Submission (FPS) needs to be correct, employees who are still working for you at the end of the tax year need P60s, outstanding expenses and benefits need to be sorted out, and your payroll records and software need to be ready for 6 April.<\/p>\n<p>This payroll year end checklist takes you through the whole process in order, from checking your final pay period to getting the first payroll of the new tax year ready.<\/p>\n<h2>What is payroll year-end?<\/h2>\n<p>Payroll year-end is the process of closing your payroll records for the UK tax year and preparing them for the next one.<\/p>\n<p>The UK tax year runs from 6 April to 5 April. This is separate from your company&#8217;s accounting year, so your payroll year-end always follows the tax year even if your financial year ends on another date. At year-end, employers need to confirm that employee pay and deductions have been reported correctly, send their final payroll report, prepare employee records for the new tax year and complete several follow-up tasks. <a href=\"https:\/\/www.gov.uk\/payroll-annual-reporting\" target=\"_blank\" rel=\"noopener\">HMRC<\/a> sets out the main year-end responsibilities, which we will walk through in this article.<\/p>\n<h2>When is payroll year-end?<\/h2>\n<p>For the current 2026\/27 tax year, payroll year-end is 5 April 2027. The equivalent extra fortnightly payment is reported as week 54, while an extra four-weekly payment is reported as week 56. Monthly payroll always has 12 monthly pay periods, so there is no month 13. <a href=\"https:\/\/factorialhr.co.uk\/payroll-summary\">Payroll software<\/a> should normally calculate the treatment of these additional payments.<\/p>\n<h2>Payroll year end process at a glance<\/h2>\n<p>Before we go through the detailed payroll year-end checklist, the process can be boiled down to these stages:<\/p>\n<ol>\n<li>Confirm your final pay period and whether an extra payday applies.<\/li>\n<li>Check starters, leavers and employee records.<\/li>\n<li>Review tax codes and HMRC notices.<\/li>\n<li>Reconcile year-to-date payroll figures.<\/li>\n<li>Process outstanding pay, deductions, benefits and corrections.<\/li>\n<li>Review statutory payments, reclaims and employer allowances.<\/li>\n<li>Run the final payroll and send the correct FPS or EPS.<\/li>\n<li>Pay the final PAYE amount to HMRC.<\/li>\n<li>Produce and distribute P60s.<\/li>\n<li>Deal with expenses, benefits and Class 1A National Insurance.<\/li>\n<li>Update payroll records, rates, tax codes and software for the new tax year.<\/li>\n<li>Archive the old year and approve the first payroll of the new one.<\/li>\n<\/ol>\n<p>That\u2019s the payroll year-end process in broad terms. Now let\u2019s go through each step in more detail, including what to check, what to submit, and the deadlines to keep in mind.<\/p>\n<h2>Payroll year-end checklist: step-by-step<\/h2>\n<p>With the overall process mapped out, you can work through each task in order. The steps below explain what to check, what to submit, and which payroll year-end deadlines to keep on your radar.<\/p>\n<h3>1. Confirm your final payroll and pay period<\/h3>\n<p>The process of payroll at the end of the year starts with understanding your payroll calendar.<\/p>\n<p>Identify the final payday falling in the tax year and check whether any employees paid weekly, fortnightly or every four weeks have an additional pay period.<\/p>\n<p>If there is a week 53, week 54 or week 56 payment, make sure your software is set up to process and report it correctly. The correct tax week number must be included in the FPS.<\/p>\n<p>If you have <strong>several payrolls<\/strong> under the <strong>same PAYE scheme<\/strong> reference, such as one weekly payroll and another monthly payroll, <a href=\"https:\/\/www.gov.uk\/hmrc-internal-manuals\/national-insurance-manual\/nim06630\" target=\"_blank\" rel=\"noopener\">HMRC says<\/a> the end-of-year information should be included in your last report.<\/p>\n<p>This is also a good point to confirm that your payroll calendar <strong>matches the actual payment dates<\/strong> used during the year.<\/p>\n<h3>2. Check starters, leavers and employee records<\/h3>\n<p>The next step in your payroll year end checklist is a final sweep of employee data.<\/p>\n<p>Check that every starter and leaver has been processed correctly, especially employees who joined or left close to year end. Review:<\/p>\n<ul>\n<li>employee names, addresses and personal details<\/li>\n<li>National Insurance information<\/li>\n<li>start and leaving dates<\/li>\n<li>P45 information<\/li>\n<li>tax codes<\/li>\n<li>student and postgraduate loan indicators<\/li>\n<li>payroll status<\/li>\n<li>year-to-date pay and deductions<\/li>\n<\/ul>\n<p>Practical year-end reviews also commonly include checking that all HMRC notices have been actioned and that no employee has been missed because information was sitting with a line manager or another HR process.<\/p>\n<p>For people who joined during the year, your <a href=\"https:\/\/factorialhr.co.uk\/blog\/new-starter-checklist\/\" target=\"_blank\" rel=\"noopener\">new starter checklist<\/a> can help you check whether the original payroll information was collected correctly. Review tax codes and HMRC notices<\/h3>\n<p>Check the tax code held for each employee and make sure any tax code notices from HMRC have been applied.<\/p>\n<p>Pay particular attention to W1 and M1 indicators, as well as employees whose circumstances changed during the year. Employees without a new code will usually have their existing authorised code carried forward, but week 1 and month 1 markings should not be carried into the new year.<\/p>\n<p>Always check the latest P9X before your first pay run after 6 April.<\/p>\n<h3>4. Reconcile your year-to-date payroll figures<\/h3>\n<p>Reconciliation is where a lot of year-end errors happen. Compare the year-to-date figures in payroll with the information in your financial records and HMRC account. Depending on your payroll, this can include:<\/p>\n<ul>\n<li>gross pay<\/li>\n<li>PAYE Income Tax<\/li>\n<li>employee and employer National Insurance<\/li>\n<li>pension contributions<\/li>\n<li>student and postgraduate loan deductions<\/li>\n<li>statutory payments<\/li>\n<li>statutory payment reclaims<\/li>\n<li>salary sacrifice<\/li>\n<li>Employment Allowance<\/li>\n<li>Apprenticeship Levy<\/li>\n<li>bonuses, commission and overtime<\/li>\n<li>holiday pay<\/li>\n<li>back pay<\/li>\n<li>manual adjustments<\/li>\n<\/ul>\n<p>If your software generates a P32 or similar employer payment record, compare it with what has been reported and paid to HMRC. Process outstanding pay, deductions and corrections<\/h3>\n<p>Before the final pay run, identify anything that still needs to be paid or deducted.<\/p>\n<p>This could include:<\/p>\n<ul>\n<li>overtime<\/li>\n<li>commission<\/li>\n<li>bonuses<\/li>\n<li>backdated salary increases<\/li>\n<li>holiday pay<\/li>\n<li>expenses<\/li>\n<li>pension corrections<\/li>\n<li>unpaid deductions<\/li>\n<li>salary sacrifice adjustments<\/li>\n<li>statutory pay corrections<\/li>\n<li>manual payroll changes<\/li>\n<\/ul>\n<p>If your organisation completed a <a href=\"https:\/\/factorialhr.co.uk\/blog\/salary-review\/\" target=\"_blank\" rel=\"noopener\">salary review<\/a> close to the end of the tax year, confirm when new salaries took effect and whether any back pay should appear in the final payroll.<\/p>\n<p>Expenses need to be checked too. Make sure <a href=\"https:\/\/factorialhr.co.uk\/blog\/limited-company-expenses\/\" target=\"_blank\" rel=\"noopener\">taxable expenses<\/a> have been calculated correctly and that exempt reimbursements have been handled under the relevant rules. For travel-related subsistence, for example, you can refer to the current HMRC <a href=\"https:\/\/factorialhr.co.uk\/blog\/meal-allowance-rates\/\" target=\"_blank\" rel=\"noopener\">meal allowance rates<\/a>. Employees should also receive an accurate payslip for their final payment. Review statutory payments, reclaims and employer allowances<\/h3>\n<p>Year-end is a good time to review anything claimed or reclaimed through the EPS. Check statutory maternity, paternity, adoption, shared parental, parental bereavement and neonatal care payments, along with any amounts reclaimed from HMRC.<\/p>\n<p>For 2026\/27, employers eligible for <a href=\"https:\/\/www.gov.uk\/recover-statutory-payments\" target=\"_blank\" rel=\"noopener\">Small Employers&#8217; Relief<\/a> can reclaim 109% of qualifying statutory payments. Other eligible employers can usually reclaim 92%. <a href=\"https:\/\/factorialhr.co.uk\/blog\/statutory-sick-pay-uk\/\" target=\"_blank\" rel=\"noopener\">Statutory Sick Pay<\/a> cannot be reclaimed.<\/p>\n<p>The 2026\/27 tax year also introduced <a href=\"https:\/\/www.gov.uk\/guidance\/sickness-absences-that-start-before-and-end-on-or-after-6-april-2026\" target=\"_blank\" rel=\"noopener\">new Statutory Sick Pay rules<\/a>. From 6 April 2026, eligible employees can receive SSP regardless of their earnings. It is payable from the first full day of sickness and is paid at the lower of 80% of average weekly earnings or the statutory weekly rate. Make sure your <strong>payroll calculations reflect these<\/strong> rules.<\/p>\n<p><a href=\"https:\/\/factorialhr.co.uk\/blog\/paternity-leave\/\" target=\"_blank\" rel=\"noopener\">Paternity Leave<\/a> and <a href=\"https:\/\/factorialhr.co.uk\/blog\/unpaid-leave\/\" target=\"_blank\" rel=\"noopener\">Unpaid Parental Leave<\/a> also became day-one employment rights from 6 April 2026. However, the continuous service requirement for <a href=\"https:\/\/www.gov.uk\/paternity-pay-leave\/pay\" target=\"_blank\" rel=\"noopener\">Statutory Paternity Pay<\/a> remains unchanged.<\/p>\n<h4>Check Employment Allowance<\/h4>\n<p>If your business qualifies for <a href=\"https:\/\/www.gov.uk\/claim-employment-allowance\" target=\"_blank\" rel=\"noopener\">Employment Allowance<\/a>, check that your claim is correct.<\/p>\n<p>Since April 2025, employers with more than \u00a3100,000 in Class 1 National Insurance liabilities can claim. However, other rules still apply, including rules for connected companies and some single-director companies.<\/p>\n<p>You must claim Employment Allowance through an EPS for each tax year.<\/p>\n<h3>Check less common payroll cases<\/h3>\n<p>Some employees may need extra attention at the year&#8217;s end.<\/p>\n<p>For example, employees with an approved <a href=\"https:\/\/www.gov.uk\/defer-national-insurance\" target=\"_blank\" rel=\"noopener\">National Insurance deferment<\/a> need a valid CA2700. They must apply for deferment each year.<\/p>\n<p>If you still offer <a href=\"https:\/\/factorialhr.co.uk\/blog\/fringe-benefits\/\" target=\"_blank\" rel=\"noopener\">fringe benefits<\/a> like childcare vouchers to eligible employees who joined before the scheme closed to new applicants, check whether they need a Basic Earnings Assessment for the new tax year. This assessment is required when they join and at the start of each following tax year. These situations may only affect a few employees, so they are easy to miss.<\/p>\n<h3>7. Run your final payroll and submit your final FPS<\/h3>\n<p>Once the checks and corrections are complete, process the final payroll for the tax year.<\/p>\n<p>Send the final Full Payment Submission on or before the employees&#8217; final payday and select &#8220;Yes&#8221; in the &#8220;Final submission for year&#8221; field where your software provides it.<\/p>\n<p>If you run more than one payroll using the same PAYE scheme reference, include the year-end information in the last report submitted under that scheme.<\/p>\n<h4>When do you send a final EPS instead?<\/h4>\n<p><a href=\"https:\/\/www.gov.uk\/running-payroll\/reporting-to-hmrc-eps\" target=\"_blank\" rel=\"noopener\">HMRC says<\/a> you should use an EPS as the final report instead of relying on the final FPS if:<\/p>\n<ul>\n<li>you forgot to mark your last FPS as the final submission for the year<\/li>\n<li>your software does not contain a &#8220;Final submission for year&#8221; field<\/li>\n<li>nobody was paid during the final pay period<\/li>\n<li>you submitted your final FPS early and then had one or more complete tax months in which nobody was paid<\/li>\n<\/ul>\n<p>An EPS is also used for items such as Employment Allowance, statutory payment reclaims, Apprenticeship Levy, and periods where nobody was paid.<\/p>\n<h3>8. Correct errors and pay HMRC<\/h3>\n<p>Finding an error after pressing submit is inconvenient, but it does not mean the payroll record is permanently stuck that way.<\/p>\n<p>For incorrect payments or deductions found by 19 April, HMRC says employers can send an additional FPS containing the corrected year-to-date figures and enter zero for &#8220;Pay in this period&#8221;. From 20 April, corrections to the previous tax year&#8217;s payroll data can still be made using an FPS with corrected year-to-date figures.<\/p>\n<p>If the problem is an incorrect payment date, HMRC has separate correction rules, including a 5 April cut-off for correcting the date within the ending tax year.<\/p>\n<p>Then settle the final PAYE bill.<\/p>\n<p>For tax month 12, which runs from 6 March to 5 April, payment must normally reach HMRC by:<\/p>\n<ul>\n<li>19 April if paying by post<\/li>\n<li>22 April if paying electronically<\/li>\n<\/ul>\n<h3>9. Produce and distribute P60s by 31 May<\/h3>\n<p>Once the year-end figures are settled, prepare P60s.<\/p>\n<p>A P60 summarises an employee&#8217;s <strong>total pay<\/strong> and <strong>deductions<\/strong> for the tax year. Employers must give one to every employee who is still working for them on the final day of the tax year, 5 April. The <strong>deadline is 31 May<\/strong>. For the 2026\/27 tax year, that means eligible employees must receive their P60 by 31 May 2027.<\/p>\n<p>Employees <strong>who left before 5 April do not<\/strong> receive a P60 from that former employer for the year-end process. Their leaving information is handled through their <strong>P45<\/strong>.<\/p>\n<p>If you discover an error after issuing a P60, HMRC allows you to give the employee either a replacement P60 marked &#8220;replacement&#8221; or a letter confirming the correction.<\/p>\n<p>A P60 is separate from the employee&#8217;s normal payslip. Complete your expenses and benefits reporting<\/h3>\n<p>Your tasks for payroll year-end do not finish with the P60. Expenses and taxable benefits that still require end-of-year reporting must generally be reported to HMRC by 6 July following the end of the tax year.<\/p>\n<p>Class 1A National Insurance due on taxable expenses and benefits must normally reach HMRC by 22 July, or 19 July if paying by cheque.<\/p>\n<p>Review:<\/p>\n<ul>\n<li>company benefits<\/li>\n<li>taxable allowances<\/li>\n<li>private medical cover<\/li>\n<li>company cars<\/li>\n<li>salary sacrifice arrangements<\/li>\n<li>expense reimbursements<\/li>\n<li>benefits that have already been payrolled<\/li>\n<li>benefits that still require P11D or P11D(b) reporting<\/li>\n<\/ul>\n<h4>A 2027\/28 change to prepare for<\/h4>\n<p>Employers completing the 2026\/27 payroll year end should prepare for new benefit reporting rules starting on 6 April 2027.<\/p>\n<p>From this date, employers must report these benefits through payroll:<\/p>\n<ul>\n<li>company cars<\/li>\n<li>car fuel<\/li>\n<li>vans<\/li>\n<li>van fuel<\/li>\n<li>employer-provided medical benefits<\/li>\n<\/ul>\n<p>Most other benefits in kind will need to be reported through payroll from April 2028. Employment-related loans and accommodation are not included in these changes for now, although employers can choose to report them through payroll. If you provide any of these benefits, update your payroll software and benefit records before the first payroll of 2027\/28.<\/p>\n<h3>11. Prepare employee records for the new tax year<\/h3>\n<p>Closing the old tax year and preparing for the new one are separate tasks.<\/p>\n<p>For each employee working on 6 April, check their payroll record and tax code. Also review:<\/p>\n<ul>\n<li>HMRC tax code notices and P9X instructions<\/li>\n<li>Tax, National Insurance and student loan rates<\/li>\n<li>Statutory payment rates<\/li>\n<li>National Minimum Wage and National Living Wage rates<\/li>\n<li>Pension contributions<\/li>\n<li>Employment Allowance and Apprenticeship Levy settings<\/li>\n<li>Salary sacrifice and benefits in kind<\/li>\n<li>Any new payroll rules<\/li>\n<\/ul>\n<p>Update your payroll software with the latest rates and thresholds. Do this from 6 April, or earlier if your asks you to do it. If your holiday year also resets in April, check <a href=\"https:\/\/factorialhr.co.uk\/blog\/employee-annual-leave\/\" target=\"_blank\" rel=\"noopener\">annual leave<\/a> balances and carry-over in line with your contracts and leave policy.<\/p>\n<h3>12. Back up, archive and approve the first payroll of the new year<\/h3>\n<p>Back up the completed year&#8217;s payroll data, reconciliation reports and submission confirmations. Before the first payroll of the new tax year, check that employee records, tax codes, thresholds and payroll settings are up to date, then approve the run.<\/p>\n<p>Factorial is an AI business management platform that brings HR, finance and IT together in one place.
